Establishment and Structural Change of the Dept. of Ophthalmology of the University of Oman into an ISO 9001:2000 Certified, Multimedially Digitalized Clinical Center with Interactive Telemedicine a Necessity for Modern Ophthalmology in a Developing Country

Purpose: The often existing structural problems of ophthalmology departments in GMC accredited universities of developing countries are due to the lack of technology and clinical qualifications for reliable patient care and international benchmarking. It is desirable to measure electronically transmittable patient data and treatment simulations as well as to survey all work, processes and hardware in a structured department in accordance with the quality management system (QMS) ISO 9001:2000.
Method: To implement the QMS, a (QMS) manual, standardized work instructions (WI) and procedures (QMP), 347 registers, 184 forms and formats and 35 documents were conceived and filed, which regulate the department-internal processes. Questionnaires for patient, staff and student satisfaction were evaluated on a monthly basis. The simulation for laser therapy was done by the PixEyes® system.
Results: The implementation of the QMS ISO 9001:2000 has resulted in the transparency of processes (e.g. continuous supply), as well as spatial, recruiting (10 indicators, 7 new staff), departmental performance (15 indicators), teac
